2024 ANNUAL ACTION PLAN

PUBLIC COMMENT PERIOD & PUBLIC HEARING

 

NOTICE is given that a draft of the Program Year (PY) 2024 Annual Action Plan (AAP) for Bristol Township will be available for a thirty (30) day public comment period to review and make comments. Notice is also given that a Public Hearing will be held to review and discuss this draft AAP.

 

The PY 2024 AAP outlines proposed projects and activities by the Township’s Community Development Block Grant (CDBG) program to address the identified priority needs and goals of the Consolidated Plan. The Township anticipates it will receive an allocation of $630,599 in CDBG funding from the U.S. Department of Housing & Urban Development (HUD) for the 2024 program year, which begins July 1, 2024, and ends June 30, 2025. The Township also proposes to reallocate previously programmed FY 2022 and FY 2023 CDBG funds for a total amount of $527,107 towards a new rental housing rehabilitation project.

 

At this time, HUD has not yet announced the PY 2024 CDBG allocation. The allocation above is only an estimate of the anticipated PY 2024 grant allocation based on prior year awards. The Township has a contingency provision to match the actual allocation amount once HUD has announced it. The Township’s final allocation towards activities in the AAP will be divided among all proposed activities’ budgets and will be proportionally increased or decreased from the estimated funding levels to match actual allocation amounts, with adjustments to remain in compliance with CDBG grant regulations. The following is the proposed budget for PY 2024 before the contingency provision:

 

Administration (20%): $126,119

Public Services: $44,589

Public Facilities & Infrastructure: $100,000

Rental Housing Rehabilitation: $686,998 (including reallocated funds)

New Housing Construction: $50,000

Emergency Housing Repair: $150,000

 

Public Comment Period: A 30-day comment period is scheduled to begin on March 21, 2024, and end on April 20, 2024. The proposed plan is available at the Bristol Township Office of Community Development (BTOCD) office and online on the Township website at https://www.bristoltownship.org/dced.cfm. Written comments on the draft plan are welcome and could be sent to the BTOCD office at 2501 Bath Road, Bristol, PA 19007 or emailed to the Community Development Director at: vstrother@bristoltownship.org

 

Public Hearing: A public hearing will be held at the Township Council Meeting on March 21, 2024, at 7:00 PM. A presentation of the proposed AAP will be made and comments from citizens are welcome. On April 18, 2024, at 7:00 PM, the Township Council will formally adopt the PY 2024 AAP for submission to HUD. Township Council Meetings are held in the auditorium of the township building located at 2501 Bath Road, Bristol, PA 19007.

 

Disability & Translation Assistance:  In accordance with the Americans with Disabilities Act (ADA), the BTOCD shall provide reasonable accommodations and special arrangements for public meetings for those who are disabled. All public meetings are held in buildings which are accessible to the handicapped. With at least one business day of advanced notice, Spanish translators will be provided at public meetings. Translation services will also be provided for persons who may need assistance reviewing printed documents, reports and/or other related materials.
