What the Civil Service Commission does:

The mission of a municipal civil service commission in Pennsylvania is to ensure that government jobs are filled based on merit and ability: 

  • Hiring: The commission establishes criteria for testing and selecting applicants for entry-level and promotion positions. They schedule competitive exams, conduct background checks, and rank candidates. 
  • Promoting: The commission promotes qualified employees. 
  • Retaining: The commission retains qualified employees. 
  • Appeals: The commission serves as an appellate tribunal for employee appeals. They conduct public hearings and issue written decisions. 
  • Rules and regulations: The commission rules on proposed changes to the Civil Service Regulations and the Classification and Pay Plans. They also enforce rules and regulations. 
  • Exemptions: The commission rules on requests for exemptions from civil service and waivers of the residency requirement.
